What do you do with the back of an unfinished monument?

The National Monument has 12 columns. It was intended to be a copy of the Parthenon in Athens with 46.

Every decade or so, there has been a plan to either complete the structure as intended or build something else, but there have also been ideas about using the space creatively in the short term, while attempts were made to raise funds for something grander. 

A map dated 1877 shows the monument and the rough position of the unbuilt enclosure marked by trees, six on each side. A number of the trees survived, albeit overgrown, down until the 1980s (see photo detail). Even today two trees and a stump remain of this arrangement (see photos). 

Perhaps an elegant solution?
